CAUSE: Both developer unit jumper connectors are not connected.
SOLUTION: The 7823 Service Manual page D-131 incorrectly states that only the small connector should be plugged into the rear of the developer unit.
Both connectors must be plugged into the rear of the developer unit.

The 7823 jumper harness is (p/n 11UM00440). This harness is not compatible with the 7832.
The 7832 jumper harness (p/n 11ZT00440) is compatible with both models.
